JOB SUMMARY
Under the direct supervision of the Coordinator, Facility and Information Management, or designate, the Manager is responsible for the client and support services offered by AIDS Vancouver Island (AVI) to individuals, families, friends and partners affected and effected by HIV/AIDS and HCV. The Manager supervises the work of all departmental staff including clinical supervision in Victoria, Duncan and Nanaimo, and PWP practicum students and volunteers at the Victoria site.
DUTIES AND RESPONSIBILITES
1. Based on the agency wide strategic plan, and working in cooperation and collaboration with stakeholders, the Manager is responsible for the development, promotion, implementation and evaluation of AVI’s Positive Wellness Program. In developing new initiatives the Manager will consider client needs, potential impact and cost effectiveness. A Framework of the Social Determinates of Health will be used in developing new initiatives.
2. Performs budget duties such as developing budget submissions, preparing and presenting budget justifications and presentations, exercising signing authority, monitoring expenditures, following up on anomalies, and taking action to resolve problems.
3. Supervises staff, volunteers and practicum students by performing duties such as assigning work, providing feedback and evaluation, determining training requirements, orienting new staff, and maintaining timekeeping and attendance records, per the collective agreement and in cooperation with the Manager of Volunteer Services. Resolves staffing problems, including calling staff to ensure appropriate staffing levels.
4. Participates in recruitment and selection of staff by performing duties such as screening applicants, participating on interview panels, providing input in to the development of interview questions, and making hiring recommendations.
5. Represents the agency, when assigned, on various governmental, private and professional interagency committees and initiatives; establishes and oversees outreach activities including: hospitals, hospice, STD clinics, community medical clinics, low cost housing programs, Methadone clinics, Needle exchange, community police, local businesses, and prisons.
6. Compiles and prepares departmental statistical and program information monthly for Executive Director’s reports to the Board of Directors, the Ministry of Health and Health Canada.
7. Develops and implements outcome measurement tools for all program areas.
8. Develops and maintains files and records related to all areas of the department, both electronic and paper, and ensures that confidentiality of all records are maintained.
9. Using the Harm Reduction Model provides intake, assessment and counselling services delivery to individuals and families, as well as crisis intervention when required while implementing and maintaining all approved policies and procedures relevant to the programs of the Positive Wellness Program.
10. Provides income assistance advocacy including: preparation for and attendance at tribunal hearings and preparation of BC Appeal Board submissions.
11. Participates in relevant committees and community networks.
12. Performs other related duties as assigned.
QUALIFICATIONS
University degree at bachelor’s level in Social Work, Psychology or related field or equivalent combination of education and experience.
At least 2 years professional experience in the social work field with experience in staff supervision and counselling.
SKILLS AND ABILITIES
· 2 years professional work experience in the social work field, including: community development, group facilitation, one-on-one counselling, two years in supervisory capacity with paid staff, volunteers and students.
· In-depth understanding of current psychosocial issues affecting people living with HIV/AIDS and Hepatitis C.
· In-depth understanding of current psychosocial issues affecting people living with addictions;
· Working knowledge, both theoretical and practical, of anti-oppressive practice with diverse groups with diverse needs.
· Excellent written and oral communication skills.
· A working knowledge of income assistance programs and relevant legislation.
· Knowledge of community service organizations and referral pathways.
· Demonstrated ability to provide leadership and work as a team member.
